Year zero - Wikipedia, the free encyclopedia
A year zero does exist in ISO 8601:2004 and in the astronomical year numbering with a defined year zero equal to 1 BC, as well as in some Buddhist and Hindu lunar calendars.
Had there been a year zero, which might be considered part of the first millennium, then 1 January 2000 would indeed mark 2000 years since the year numbering datum and be the start of the third millennium.
Use of Astronomical year numbering cannot be used to support year 2000 as the first year of the 3rd millennium because the year zero (which corresponds to 1 BC) is still not considered part of the first millennium AD.

Astronomical year numbering - Wikipedia, the free encyclopedia
Thus, it has a year 0 and the years before that are designated with a minus sign '−'.
For normal calculation a number zero is often needed, here most notably when calculating the number of years in a period that spans the epoch; the end years need only be subtracted from each other.
A zero year was first used by the eighteenth century French astronomers Philippe de La Hire (1702) and Jacques Cassini (1740).

Encyclopedia :: encyclopedia : Year zero   (Site not responding. Last check: 2007-11-01)
The anno Domini method of numbering years was not widely used in Western Europe until the 9th century, and the 1 January to 31 December historical year was not uniform throughout Western Europe until 1752.
Historians note that the 3rd millennium began on 1 January 2001 because they regard the Christian Era as begining with year 1, whereas many people assumed that it began on 1 January 2000 because that was when the most significant digit of the year changed (1 → 2).
Astronomical year numbering cannot be used to support year 2000 as the first year of the 3rd millennium because of uncertainty regarding astronomical millennia.

The New Millennium Began with the Year 2000
Their reasoning is that the first hundred years are numbered 1 through 100, the second hundred years are numbered 101 through 200, and so forth, so that the twentieth century goes from 1901 to 2000, and the twenty-first century does not start until 2001 January 1.
The present year 1999 is the two-thousandth year of the Common Era.
It is true that the new millennium starts with the 2001st year, but that year is not 2001; it is 2000.

If a leap year is a first-order correction, the third rule is an example of a third-order correction.
For example, Excel has 1900 as a leap year; it is documented that this was to provide compatibility with Lotus 1-2-3.
That is, mdy(2,29,whenever) is missing if whenever is not a leap year but is nonmissing otherwise; in the latter case, it is less than missing.

The third millennium starts on January 1 of the year 2001   (Site not responding. Last check: 2007-11-01)
Likewise, there is a "first year before the chosen origin", a "second year before the chosen origin", etc. This terminology is not a proposed definition, but a consequence of the meaning of the words "first", "second", etc. in the English language, or any other natural language for that matter.
The current year is, according to a centuries-old tradition, known as the 1999th year.
As the proponents of starting the 3rd millennium in the year 2000 must reject that notion, the only consistent thing for them to do is to take issue with Cassini's naming convention, and insist that the current year should be called 1998 instead of 1999, given that it is the 1999th year.

The difference between the Millennium and year 2000
Therefore, January 1st, year 1 is defined to be the start of the 1st century and the 1st Millennium.
When going to year 2000, we celebrate that it's a special round number, and in year 2001 we can celebrate a new century, a new Millennium, and that it's passed 2000 years since year 1 started.
When the present system we use to count years was invented by a scholar called Dionysius Exiguus in the 6th century (and later established around Europe) they used Roman numerals which did not have zero.

I heard that the year 2000 is not a leap year.
Leap years occur every four years after that starting with 8 A.D. When the Julian calendar converted to Gregorian, leap years were skipped on years ending with 00 except for those that are divisible by 400.

Because the 1904 Date System does not support dates before January 1, 1904, the DATE function fails if you specify a year argument that is less than 1904.

His debut, like Superman’s, is necessarily moved back several years relative to ZH to accommodate other events—notably the histories of Barbara Gordon, Dick Grayson, Wally West, the Teen Titans, and the Justice League of America, as discussed in the Introduction.
From this point, I have “redistributed” events over the next nine years or so, vs. five years in the ZH Timeline, to allow most events to unfold in a closer approximation of their original published sequence—per the framework discussed in the Introduction—and to avoid incongruities and inconsistencies with numerous other known post-Crisis historical events.
The Timeline in Batman SF #1 places her in Year 5, which actually seems plausible (although that timeline is useless to the point of absurdity for later events), but Silver Age [below] dictates she be moved a bit earlier.
