 Handbook of Texas Online:
The United States took the position that the true 100th meridian was meant, and that the South Fork was the main Red River, and therefore that the boundary was along the South Fork of the Red River to the true 100th meridian and thence northward.
Texas held that the 100th meridian of the Melish map was the boundary intended by the framers of the treaty and that the North Fork was the main Red River and therefore the boundary.
Since the Melish 100th meridian was east of the junction of the North and South forks of the Red River, Greer County would be in Texas if that meridian were accepted as the boundary, for the disputed territory lay south and west of that stream.

Understanding the Present and Future West
The modern American West, like the Old- and New-West, is a shifting ground that is shaped by competing groups trying to establish and protect their economic, political, and cultural dominance.
Out West, it is said, nature has worked some kind of wonder, transforming the ordinary into the remarkable, the old into the new, molding us into a more audacious and egalitarian people or, depending on who is telling the tale, into a society of extraordinary villainy and rapaciousness.
The " arid " West has meaning only in relation to the "normal" East, where the landscape is verdant, the wide rivers are traversable, and all the "customary" ways of making a life from the land are possible.

Although there are a great many problems associated with croplands, forests, and urban centers in the American West, I concentrate on the rangelands for two reasons.
First, the rangelands make up the bulk of the land area in the West, and thus serve as the largest water catchment area, ultimately controlling the fate of our water supplies.
I believe we can create rangelands in the West that once again support a vast array of life, healthy soils, and stable water systems, but we can only do it one decision at a time.

This is a book about the prescience of one man, his long and ultimately lost political battles to put the national land policies on a scientific basis, and the enduring legacy of his prodigious abilities, organizational skills, and dedication to public service.
It was a fascinating drama that put Powell squarely against the atomic and chaotic colonizing of the West which doomed to failure just about every small homesteader, led to staggering dissipation of resources and energy, and created great inefficiencies in land speculation and monopolization of access to water resources.
