		You are correct the NTCIP 1209 standard does not include classification information.
		The NTCIP suite of standards is setup very modular to allow a user to pick and choose the standards (and options within a standard) that best fits their needs.
		NTCIP 1209 is supposed to cover (very near) real-time detection information that is being used almost immediately by another field device and/or central system, while NTCIP 1206 covers the data collection aspect more suitable for planning purposes.
