In a letter dated 8 May to the Security Council, Museveni announced that Uganda would completely withdraw its forces from ten locations in the DRC (Basankusu, Dongo, Gemena, Gbadolite, Lisala, Bafwasende, Isiro, Butembo, Beni and Kanyabayonga), and that it would continue to examine the wisdom of maintaining a presence in Buta and Bunia.
Uganda also stated that a presence would be maintained on the Ruwenzori mountains until its security interests had been addressed.
As of 8 June, only Uganda and Angola had provided information on the numbers, dispositions and armaments of their forces in the DRC.

The Rwandan President Paul Kagame agrees to withdraw his 30000 troops from the DRC in exchange for the disarmament, rounding up and repatriation by the DRC government of Rwandan Hutu extremists (ex-FAR/Interahamwe responsible for the 1994 genocide in Rwanda) based on Congolese soil.
6 September 2002 - The DRC signs an agreement with Uganda in Luanda, Angola, for the total withdrawal of Ugandan forces from the northeast territory.

MONUC subsequently received notification from Angola, the DRC, Namibia, Rwanda, Uganda and Zimbabwe that executive orders had been issued to their military forces to begin the disengagement process.
As far as the fighting in the DRC was concerned, by December 2000, fortune still appeared to favour Rwanda and Uganda, but less than it had several months earlier.

And I think that the shore to shore railway in Uganda is indeed the one that runs from the lake to the Indian Ocean -- can't remember exactly where.

As the Council voted unanimously this evening to adopt resolution 1279 (1999), it requested the Secretary-General, with immediate effect, to take the administrative steps necessary to equip up to 500 United Nations military observers with a view to facilitating future rapid United Nations deployments as authorized by the Council.
The Mission will also be charged with planning for the observation of the ceasefire and disengagement of forces, and providing liaison services to facilitate the delivery of humanitarian assistance to displaced persons, refugees, children and other affected persons, and to assist in the protection of human rights including the rights of children.

Ed was the first to E mail regarding the reports that I took with me to Africa.
That said any reports I had with me were delivered the following way: A Somali Canadian guy I know went from Galkayo to Kampala via Nairobi to visit his sister.
He took those reports with him and had them hand delivered (Kenya and Uganda) the others were posted from Kampala (Tanzania, Burundi, Rwanda) to said station.
