Security Council Resolution 1373, which lays down clear requirements for legislative and other action that need to be taken to prevent and combat terrorism, is a central element in that multilateral framework.
The importance which the EU as a whole attaches to the implementation of Security Council Resolution 1373 was underlined both by the adoption of specific measures implementing the Resolution, and by the submission to the Security Council’s Counter-Terrorism Committee of a joint EU report on measures taken at the EU level to implement the Resolution.
Since the adoption of Resolution 1373, the need for external assistance for the implementation of the Resolution in many countries has been underlined both by individual UN Member States and by the UN itself.
The corresponding passage in SC Resolution 1373 (2001) was visibly modelled on this statement.
Paragraph 8 of Resolution 1373 (2001) cannot therefore be understood as barring the exercise of military force under Article 51 of the Charter.
When analyzing both the content of and omissions in Resolution 1373 (2001), one might almost gain the impression that its findings are first and foremost designed to keep Article 51 of the Charter intact as a basis for military action.
In resolution 1373 the Security Council (the Council) has adopted wide-ranging measures to combat what are broadly described as "terrorist acts".
Of particular concern are provisions in the resolution that deal with refugee and asylum issues, requiring states to take measures, before granting refugee status, to ensure that an asylum seeker has not facilitated or participated in "terrorist acts".
AI welcomes that Security Council resolution 1373 specifically calls for any such measures to be taken in accordance with "international law, including international standards of human rights".

Resolution 1373 also mandated that each state report on the steps it had taken, and established a committee of the Security Council to monitor implementation.

Reaffirming its unequivocal condemnation of the terrorist acts that took place in New York, Washington, D.C., and Pennsylvania on 11 September, the Security Council this evening unanimously adopted a wide-ranging, comprehensive resolution with steps and strategies to combat international terrorism.
By resolution 1373 (2001) the Council also established a Committee of the Council to monitor the resolution’s implementation and called on all States to report on actions they had taken to that end no later than 90 days from today.

HB 1373, by Rep. Williams, is Rep. William's second attempt to pass a bill to make the default rule for allocation of income in a net income makeup charitable remainder unitrust (NIMCRUT) more favorable to the noncharitable NIMCRUT beneficiary.
That bill drew no particular opposition, but it got going late enough in the session that it died in the House Calendars Committee.
HB 1373 would amend the Trust Code by Section 113.1021, which would provide that the increase in value of deferred annuities (prior to annuitization) and life insurance contracts held in a trust is income, not principal, and it is available for distribution only when the trustee receives cash on account of the obligation.

National Active and Retired Federal Employees (NARFE) Chapter 1373 met on Wednesday, July 20, at the Marion Café.
