Later medieval Chester 1230-1550: City government and politics, 1350-1550 | British History Online
The gradual dissolution of the earlier medieval framework of government was accompanied by the emergence of new civic structures, a process which seems to have crystallized in the 1390s, when the city was the object of Richard II's especial favour.
By the 1390s Chester had also acquired a treasurer to account for the city rents (Footnote 6) and a 'common clerk of the city', evidently the successor of the custodian of the seal of Statute Merchant, charged with legal business and soon known as the clerk to the Pentice.
The emergent corporation was closely connected with the old guild merchant, admissions to which were recorded from the 1390s in the Mayor's Book and equated with the freedom of the city.

Mercenary Companies and the Decline of Siena
Administration buckled under the strain and by the 1390s, Siena was reduced to holding fire sales of the contents of communal warehouses and borrowing from abroad.
Finally, it would have been useful had Caferro gone even further into the relationship between the Companies and dissident groups in Siena, be they members of the landed nobility or wool carders, who sought to make use of them for their own ends.
Caferro mentions a couple of cases (including one in the mid 1390s where the local resistance was highly effective) and the Companies regularly sought payments for horses lost on campaign as part of their ransom agreements.

A symptom of this is seen, in the 1390s, in the form of the Genoese Prince Henry the Navigator, who sponsored the earliest Portuguese explorations down the coast of Africa.
What is amazing is the relative accuracy of these configurations: the -570s one happened in just three years, and the 1390s one (a bit more staggered) took just eight years (peanuts when we're talking millennia).
The 1390s saw the downfall of most African civilisations, and most of the Old World civilisations were in bad shape, mainly due to the Black Death 50 years before - a wipe-clean of history.

Sugar - Wikipedia, the free encyclopedia   (Site not responding. Last check: 2007-10-22)
While sugar cane could not be grown in northern Europe, sugar could be extracted from certain beets and these began to be widely cultivated around 1801, after the British control of the seas during the Napoleonic wars isolated mainland Europe from the Caribbean.
In the 1390s, a better press, which doubled the juice obtained from the cane, was developed.
This permitted economic expansion of sugar plantations to Andalusia and the Algarve.

China fell apart, and was reunited by the Song around the conjunction of 965, and divided between the Chin and the Song around the conjunction of 1136.
The zenith of the neo-Mongol terror-merchant Timurlenk, reputed for his piles of skulls, occurred later during the major configuration of the 1390s (mentioned in an earlier article), with Uranus and Pluto in opposition.
