Under furious debate was whether a further Security Council resolution (the so-called "second resolution") was necessary to authorize war, or whether 1441 and preceding resolutions sufficed to legitimize military enforcement of the UN's disarmament aims.
Of the permanent, veto-holding members of the Security Council, France, Russia, and the People's Republic of China wished the inspection period to be extended, and for no military action to go ahead without a further UN resolution.
On November 8, 2002, the UN passed Resolution 1441 urging Iraq to disarm or face "serious consequences".

It further deplores the end of inspections in December of 1998 and their continued absence (despite "repeated demands" that Iraq allow the return of inspectors).
Says 1441: "...false statements or omissions in the declarations submitted by Iraq pursuant to this resolution and failure by Iraq at any time to comply with, and cooperate fully in the implementation of this resolution shall constitute a further material breach of Iraq's obligation".

The only real alternative for the government is to argue that Iraq's failure to comply with the ceasefire requirements of UN resolution 687, passed at the end of military action against Iraq in April 1991, justifies the renewed use of force.
Simply to argue that the interpretation of resolution 1441 accepted by all the other security council members except the US and the UK should be abandoned in favour of military action won't convince anybody.

Since no special set of guidelines were created with 1441, the inspectors must operate on the existing set of rules and time tables that they were to use during ANY inspection regime.
just like Bush states that 1441 sated that Saddam must co-operate fully and not partially, and turn over all of his WMDs at once, not in bits and pieces, the same requirements are placed uopn the U.S. regarding its intelligence.
