All normal development procedures apply in 1619 cases (DI28005.001).
It is important to recognize that Section 1619 is a work incentive provision, and that performance of work in itself should not be taken to indicate medical improvement.
However, it is possible that the nature of the work or some of the tasks performed might provide an indication of what work related functions the individual is able to perform on a sustained basis.

State Medicaid Manual   (Site not responding. Last check: 2007-10-22)
Thus, if the individual loses §1619 status or if there is a break in §1619 status, Medicaid eligibility under §7 of EODAA is not met for the months when §1619 status is not met.
Since the individual was not in §1619 status in November 1987 (due to excess resources) he is not eligible for Medicaid in November on the basis of §7 of EODAA.
Thus, individuals in §1619 status in States which have §1634 agreements with SSA must automatically be considered eligible for SSI and, therefore, Medicaid, without the need for a Medicaid application.

Chronology on the History of Slavery 1619 to 1789
Following the arrival of twenty Africans aboard a Dutch man-of-war in Virginia in 1619, the face of American slavery began to change from the "tawny" Indian to the "flamoor" African in the years between 1650 and 1750.
Though the issue is complex, the unsuitability of Native Americans for the labor intensive agricultural practices, their susceptibility to European diseases, the proximity of avenues of escape for Native Americans, and the lucrative nature of the African slave trade led to a transition to an African based institution of slavery.
In fact, the first twenty "Negar" slaves had arrived from the West Indies in a Dutch vessel and were sold to the governor and a merchant in Jamestown in late August of 1619, as reported by John Rolfe to John Smith back in London.

Kolchin also situates slavery in the U.S. in the context of the world wide institution with comparisons to the Caribbean, Brazil, and to the Russian serfs which both highlights the unique situation of American Slaves and emphasizes that the institution of slavery did not exist in a vacuum.
The book progresses chronologically from the 1619 arrival of slaves in Jamestown to a brief discussion of the end of slavery and the problems of reconstruction, with thematic treatments of slave life, white control and paternalism in antebellum slavery as well as white society, economy, and ideology in the American south.
In producing such a smooth synthesis, Kolchin admittedly sacrifices a certain amount of detail and nuance for the sake of flow and clarity.
