According to Dr. Harry Rosvally, head of the Staples Science Department, all of the students except for Murali were in Dr. A.J. Scheetz's three-year Science Research course, which had nine students, all of whom entered the competition.
Scheetz said that only a handful of other high schools in Connecticut have courses similar to the one he teaches, although he noted that the course is more common at schools in New York City, on Long Island, and in Westchester County.
The three-year course encourages students to read original science papers starting in their sophomore year, choose an area in which they would like to do research and then find a scientist who will mentor them and allow them to work in a professional lab that would otherwise not be available to them.

Subsequent to Senate passage of H.R. 1654, the Congress combined these regimes under Section 431 of Public Law 106-74, which establishes broad authority for NASA to enter into cross-waivers of liability as part of a cooperative agreement and to indemnify the developers of experimental aerospace vehicles for catastrophic losses.
