  Radar Observations of 1685 Toro
We report results of 13-cm-wavelength radar observations of 1685 Toro conducted in July 1980 at the Arecibo Observatory.
The ratio of Toro's longest to shortest equatorial widths is between 1.4 and 2.2.
Modeling Toro as a homogeneously scattering ellipsoid yields weighted-least-squares estimates for the lengths of the equatorial semiaxes: a = 2.60 +/-.0.10 km and b = 1.68 +/- 0.17 km, and a nearly Lambertian scattering law.

This explains the apparently ``astute'' behavior of the Toro class asteroids: whenever the perturbation due to close approaches is strong, the orbit switches to a libration state, avoiding encounters at the node; when the nodal distance increases again, the potential well is not deep enough and confinement in the libration region does not occur.
The Toro state in most cases does not last for a very long time, because resonances can protect from close approaches to one planet but can not protect for a significant span of time from close approaches to two planets, for the simple reason that the planets are not resonant among them.
Thus all the Toro class asteroids change their dynamical state as a result of a close approach to a planet different from the one they are protected from, typically after a time span of a few 10,000 years.

As I am fond of pointing out, even earth has few 'resonant siblings', such as Toro and Cruithne.
IIRC, the resonance for Toro is 8:5 (or was it 13:8?).
The solar system is an inherently 'messy' place, and the intersection of Pluto and Neptune is actually not that big a deal.

 24 July '04 Major News about Minor Objects
Occultation news: David Dunham has posted an expanded tale and lessons learned from his adventures with placing multiple remote telescopes to catch stellar occultations in early July (see July 11th news).
There will be an occultation by the very large near-Earth asteroid 1685 Toro during 11:21 to 11:33 UT on August 13th.
The star shadow will pass diagonally across Kansas and New Mexico and then southeastern Arizona, as told about by David Dunham and mapped by Steve Preston.
