As a result, if a technical services firm hires an IT worker to perform services for that firm's customers as an independent contractor, then the firm must prove to the IRS that this worker is an independent contractor under the centuries-old twenty factor "common law" employment test.
The study also found the scope of Section 1706 was "difficult to justify on equity or other policy considerations." Further, Section 1706 is the only occasion since the enactment of Section 530 that Congress has ever "cut back" on the safe haven protections in Section 530.
During past efforts to repeal Section 1706, a majority of Senators and a large number of Representatives (including a majority of the Ways and Means Committee) have called for repeal of Section 1706 of the 1986 Tax Reform Act.

Section 1706 of the Tax Reform Act of 1986 effectively devastated the market for independent computer consultants and similar technical service free-lancers who depended on brokers (bigger consulting firms etc.) for their marketing.
§1706 does not apply at all if we're contracting directly with the client, and if there's a broker, §1706 would apply to the broker, not to us.
Yet, because of the unique and innovative way we're set up, our members are truly self-employed independent contractors with all of the appropriate tax deductions available, including some tax benefits you cannot get as a sole proprietor or a typical umbrella firm employee!

The IEEE-USA supports efforts to repeal Section 1706, which is a provision in the tax law that caused many companies to end or limit use of independent consultants.
The restrictions were imposed in 1986 by the IRS; they discourage hourly fees and on-site work by contractors, which forced consultants to work for flat fees and alter their longstanding relationships with employers.
The House Ways and Means Committee heard testimony in July 1995 from the Coalition to Repeal Section 1706, which stated that the provision has hurt many small businesses and deterred thousands of entrepreneurial...

An important German composer of Protestant church music, Johann Pachelbel brought to his art an element acquired from acquaintance with Catholic forms of music in Vienna and Italy.
He was employed as an organist at Erfurt, then at court in Stuttgart, as organist at Gotha and finally from 1695 in his native city of Nuremberg, where he died in 1706.
Although chamber music represents only a small part of Pachelbel's achievement as a composer, his Canon and Gigue have in recent years won enormous popularity.
