I think what tricky's trying to say is that Prohibition was an attempt to enforce religious values in a secular state.
Basically, the law states that people are not to drive faster than the posted limit.
Also, if a right is infringed upon, I'm fairly sure that the only way to "enforce" the protection of your rights would be to sue the party that is infringing on your rights, whether it be the government, a corporation, another person, etc.
