S. 1723 does not define "health care worker", but potentially the category could include registered nurses (whose H-1A category was allowed to sunset in 1995), dentists, dietitians, medical technologists, occupational therapists, pharmacists, physical therapists, physician assistants and, potentially, a wide variety of other occupations.
The practical result of such a system is that persons born in countries with high populations like the Peoples Republic of China (PRC) and India are forced to endure huge backlogs while persons born in countries with lower populations, or with less demand for permanent residence in the U.S., suffer no such disabilities.
1723 provides that if the number of permanent resident visas under any of the five employment-based categories exceeds the demand for visas in that category during a calendar quarter, during the remainder of the calendar quarter the extra visas shall be allocated without regard to the per-country limitations.

In 1723, Sir Edward Knatchbull's legislation For Amending the Laws relating to the Settlement, Imployment and Relief of the Poor allowed the establishment of workhouses where poor relief would be provided.
This could be done either by an individual parish or through the combining of a number of neighbouring parishes which would share the cost: parishes had the authority to rent or buy appropriate accommodation.

As the institution of slavery matured in colonial Virginia, slaveholders saw the small number of free fls in the colony as a “great inconvenience” suspected of everything from receiving stolen goods and encouraging slaves to run away to fomenting rebellion.
Historians have said that the “meritorious service” in which Virginians were most interested was for slaves to alert authorities to slave conspiracies and insurrections, but records of the governor’s Council show that no slaves gained their freedom on those grounds after 1723.
It is also not hard to imagine that, after receiving the agreed upon purchase price for a slave, a master might not honor the agreement, perhaps by simply failing to go to the trouble and expense of taking that extra but critical step of submitting a petition to the Council.

Of course, the anti-immigrant lobby is now hoping to sabotage any possible benefits of the pro-immigrant provisions in the Bill by adding strong anti-immigrant provisions in the House of Representatives version of the Bill which has been sponsored by none other than the powerful member of the House Judiciary Committee, Representative Lamar Smith of Texas.
While the White House is debating if S.B. 1723 should be signed, the fate of the H1B cap continue to remain unresolved while U.S. companies, particularly software companies, continue to suffer from an acute shortage of qualified professionals amidst an acknowledged shortage of over 340,000 computer related jobs in the U.S. today.

At press time, it was anticipated S. 1723 would come before the Senate early this week under a yet-to-be-determined unanimous consent agreement limiting both amendments and time for consideration.
1723, introduced by Judiciary Immigration Subcommittee Chairman Abraham, raises the current cap for temporary foreign workers (referred to as category H1-B) to 95,000 in fiscal year 1998 and a maximum of 105,000 in fiscal year 1999 and 115,000 for fiscal years 2000 through 2002.
Regrettably, S. 1723, as introduced, emphasizes providing opportunities for foreign workers rather than providing for and protecting U.S. workers.
