U.S. IMMIGRATION: LEGISLATIVE DEVELOPMENTS, American Competitiveness Act, S.1723, H-1B Cap
1723 provides that if the number of permanent resident visas under any of the five employment-based categories exceeds the demand for visas in that category during a calendar quarter, during the remainder of the calendar quarter the extra visas shall be allocated without regard to the per-country limitations.
S. 1723 does not define "health care worker", but potentially the category could include registered nurses (whose H-1A category was allowed to sunset in 1995), dentists, dietitians, medical technologists, occupational therapists, pharmacists, physical therapists, physician assistants and, potentially, a wide variety of other occupations.
APRIL 2, 1998: The Senate Judiciary Committee passed S. 1723 by a vote of 12 to 6.

 Paper Money 1723-1756
Disconcerted by the fiscal irregularities in the accounts of William Fishbourn, the 1729 Assembly passed legislation that removed the current trustees, three of whom had served since 1723, and replaced them with four new members, specifying that the new appointees were to serve for the duration of the legislation.
Of the 20 trustees who served between 1723 and 1756, inclusive, all were members of the Assembly at the time of their initial appointment (see below).
The General Loan Office's first four trustees were named, and subsequently renamed, in the paper money acts of March and December 1723 and May 1729, with the understanding that they were to serve until the acts expired.

 The 'workhouse test Act' (1723)
In 1723, Sir Edward Knatchbull's legislation For Amending the Laws relating to the Settlement, Imployment and Relief of the Poor allowed the establishment of workhouses where poor relief would be provided.
Between 1723 and 1750, about 600 parish workhouses were established in England and Wales.
This could be done either by an individual parish or through the combining of a number of neighbouring parishes which would share the cost: parishes had the authority to rent or buy appropriate accommodation.

 Story: Comparison of S 1723 and 1878, 3/20/98
The Abraham bill (S 1723) is designed to relieve the shortage of high tech professionals in the computer industry.
Under S 1723 that money would go only to full time students working on degrees in fields where high tech industry shortages exist: math, computer science, and engineering.
S 1723 would leave untouched the six year duration of these visas.

 S. 1723 -- American Competitiveness Act
1723, introduced by Judiciary Immigration Subcommittee Chairman Abraham, raises the current cap for temporary foreign workers (referred to as category H1-B) to 95,000 in fiscal year 1998 and a maximum of 105,000 in fiscal year 1999 and 115,000 for fiscal years 2000 through 2002.
At press time, it was anticipated S. 1723 would come before the Senate early this week under a yet-to-be-determined unanimous consent agreement limiting both amendments and time for consideration.
Regrettably, S. 1723, as introduced, emphasizes providing opportunities for foreign workers rather than providing for and protecting U.S. workers.

MurthyDotCom : Status of the H1B Cap Issues - S.B. 1723 Approved by U.S. Senate
While the White House is debating if S.B. 1723 should be signed, the fate of the H1B cap continue to remain unresolved while U.S. companies, particularly software companies, continue to suffer from an acute shortage of qualified professionals amidst an acknowledged shortage of over 340,000 computer related jobs in the U.S. today.
In response to India's nuclear tests of last week, an amendment was introduced and incorporated in S.B. 1723, at the last minute, allowing the Attorney General to revoke approved H1B visas if it is determined that the foreign national on an H1B visa has assisted in the development of weapons of mass destruction.

After 1723, Manumission Takes Careful Planning and Plenty of Savvy
Historians have said that the “meritorious service” in which Virginians were most interested was for slaves to alert authorities to slave conspiracies and insurrections, but records of the governor’s Council show that no slaves gained their freedom on those grounds after 1723.
The following examples and the chart below may help explain why there are only about twenty petitions for freedom to be found among the journals of the Council between 1723 and 1773.
As the institution of slavery matured in colonial Virginia, slaveholders saw the small number of free blacks in the colony as a “great inconvenience” suspected of everything from receiving stolen goods and encouraging slaves to run away to fomenting rebellion.

 Best of AOP: NGC 1723
NGC 1723 (the galaxy at the bottom left) presents us with an interesting morphological distinction- it is a barred spiral galaxy with a wonderful ring-like structure in its center.
NGC 1723 is estimated by be (by both methods) 160 million light years away.
Furthermore, figuring out the distance to NGC 1723 may help astronomers learn more about this cluster (note the neighbors in the upper right) and their environment.

 1723
When BF arrived in Philadelphia in 1723, Pennsylvania was suffering from an economic depression that had begun in 1720 (attributable mainly to the South Sea Bubble) and continued through 1723.
Franklin "told us that in 1723, people went to market with cut silver, those who had it not, procured provisions by taking the country people to two Stalls in the market, and giving them goods for them, which goods were charged to their Accts.

 FREEMASONRY BEFORE 1723
The statements above quoted plainly declare that in 1723, (and imply that much earlier), there was in existence on the continent an institution which the Grand Lodge of England and its officers then recognized as identical with their own Freemasonry.
It is not, however, on this body of evidence I wish to dwell, but to introduce a statement found in Anderson’s “Constitutions,” published in 1723, which, if it can not be explained away some how, seems to establish the existence of Freemasonry on the continent in 1723 and prior thereto.
But it would seem to require some temerity for writers of the present day, nearly two hundred years after the event, to maintain that these Masons of 1723 did not know what they were talking about.
