In the spring of 1778, the state legislature abolished all Committees of Safety in New York in favor of “Commissioners of Conspiracy” to be appointed by the governor.
In mid-March 1778, a party of Indians and Tories, led by one of the former residents named Caselman, appeared on snowshoes, killed and scalped one boy, took twelve men prisoners, and burned the houses.

 Canada - United Empire Loyalists
Upper Canada, as the territory now comprising the province of Ontario was then called, was but sparsely settled, the population consisting of probably no more than a couple of thousand souls, dwelling for the most part in the neighbourhood of fortified posts on the St. Lawrence, Niagara and St. Clair Rivers.
In 1778, 192 souls were furnished with rations and sent to Machiche, to the north of Lake St. Peter.
It had been held that some hesitation was felt in coming to Canada from the belief that the government of the country was of a purely military character, but when its true nature was realised, many came to settle under the British flag as they ardently desired to do.

When the American Revolutionaries launched their Quebec campaign, Carleton had few men and was forced to abandon Montreal, which fell to the forces under Richard Montgomery.
Carleton resigned as governor and left Canada in 1778, when he was succeeded by Sir Frederick Haldimand.
His delicate task was to suspend hostilities, withdraw the forces from the New York and Vermont frontiers, and protect the Loyalists : both those who were emigrating to Canada and those who were attempting to reestablish themselves in their old homes.

The Marquis arrived in Canada in the 1680s as commandant of the Navy troops, before becoming governor of Montreal in 1695 and then governor general of New France in 1703.
An ensign in 1708, he became governor of Trois-Rivières in 1733, governor of Louisiana in 1743, and governor general of New France in 1755.
He was the first officer born in Canada to attain the highest position in all New France.
