The regulator, which carried out an assessment of Network Rail's business plan assumptions of future rail traffic, found that funding could be plugged at 17-20 billion pounds for the 2009-2014 control period, instead of the 22.7 billion pounds allowed in the current 2004-2009 period.
It has analysed Network Rail's requirements in terms of maintaining the serviceability and performance of the rail system, possible cost escalations in that work and assumptions on return on the group's capital.
Currently, the government supports the rail industry to the extent of around 4 billion pounds a year, of which at least half is provided as grants to Network Rail.

By the end of the 1920s road passenger and freight transport services in Northern Ireland were being provided by a large number of small companies, many of them family businesses established by returning ex service men from World War 1.
The remainder of the G.N.R. road transport business continued for a further 23 years until the company was absorbed by C.I.E. On October 1st 1935, the new Northern Ireland Road Transport Board came into being and absorbed 434 buses and coaches from the three railway companies, the B.O.C., and Catherwood’s.
The short-lived London Transport style logo can be seen on the side panels, this being dropped later as a result of complaints from L.T. Also ex Catherwood is this 1934 Leyland TS6, one of six such buses purchased.
