The first attempt was the Nonimportation Act, passed Apr. 18, 1806, forbidding the importation of specified British goods in order to force Great Britain to relax its rigorous rulings on cargoes and sailors (see impressment).
The act was suspended, but the Embargo Act of 1807 was a bolder statement of the same idea.
It forbade all international trade to and from American ports, and Jefferson hoped that Britain and France would be persuaded of the value and the rights of a neutral commerce.

 Napoleonic Titles and Heraldry
Jérôme, brother of the Emperor, was recognized as king of of the yet-to-be-defined kingdom of Westphalia by Prussia and Russia at Tilsit on 7 July 1807.
It was ceded to France by the secret treaty of Fontainebleau of 27 October 1807 and united to the French Empire along with Parma and Piacenza by a decree of 24 May 1808 ("fera partie intégrante du territoire français").
It was conferred on Dec 17, 1807 to Eugène de Beauharnais, viceroy of Italy and adopted son of Napoleon I. It was not endowed, and functioned much like the title of king of Rome for the French Empire.

The kingdom of Westphalia was created, so to speak, by the treaties of Tilsit in 1807: by the treaty of July 7 (for Russia) and July 9 (for Prussia), the existence of a kingdom by that name was recognized.
A decree of Aug 18, 1807 defined the territory.
The new king arrived in Cassel on December 10, 1807.
