 Colonial Rule
Although schools of colonial administration were well established in Europe by the early 20th century, debilitating diseases and harsh climates discouraged officers from seeking posts in Africa.
As a result, colonial governors had little contact with remote areas, where district administrators often proved incapable or uninterested in carrying out the dictates of their superiors.
Colonial administrations outlawed other customs that offended European sensibilities, such as slavery, but often were often unable to enforce or uninterested in enforcing their own prohibitions.

Berkeley was reappointed Governor of Virginia in 1660.
It was during this second term of Berkeley that the heads of various prosperous families of the colony rose to positions in the House of Burgesses and Virginia became ruled by a very small group of affluent and wealthy families known as the "Tidewater Aristocracy".
Governor Berkeley, himself after meeting much resistance from the yeoman class in his second term (resulting in Bacon's rebellion), lost governing control of the colony and returned to England where he died.

North Carolina's history as an organized governing system led by a governor may be viewed in five chronological stages: the Virginia colony, the southern plantation, the Lords Proprietors, the Royal colony, and the state of North Carolina.
A chronology of governors serving during each of these stages is listed at the bottom of the page.
Theactions of the Virginia governor outpaced his authority under the English Crown, and the Southern Plantation and its Commander were short-lived.

Governors Island, about 90 acres when Dutch settlers acquired it from locals in 1637 for ax heads, beads and nails, was increased to 172 acres between 1901 and 1908 by landfill from the city's first subway construction.

Until 1702 he was appointed by the governor, after which he was commissioned by the Crown.
