  New Georgia Encyclopedia: Edward Telfair (1735-1807)
This gift eventually became the Telfair Museum of Art, the oldest public art museum in the South.
The outrage of citizens in Georgia and other states gave rise to the 1794 proposal, and subsequent ratification, in Congress of the Eleventh Amendment to the U.S. Constitution, which prohibits citizens of one state, or of a foreign country, from suing the government of another state.
Telfair died on September 17, 1807, at his Savannah townhouse.
