He saw this as the solution to the problems in Canada, rather than the lack of true responsible repreesentative government, as had been demanded by both Papineau's Patriotes and William Lyons Mackenzie's rebels.
In 1847, Lord Elgin was appointed Governor General of the unified Canada resulting from the Union act of 1840.
In 1848, he recommended to the British government to repeal the article of the Union Act that stripped French Canadians of the language rights guaranteed in the Quebec Act of 1774, which recommendation the British government acted on in 1848.

By returning to a system in which social security benefits are taxable exclusively in the country where the recipient lives, social security benefits will be taxed on a net basis at graduated rates and low-income recipients will not pay any tax.
Although neither the United States nor Canada currently taxes non-residents on their gain from the sale of shares of foreign real property holding companies that own domestic real property, a bill imposing such a tax was introduced in the last session of the Canadian Parliament.

It was strongly biased towards the English population of the Canadas, and made a number of recommendations.
The terms were decidedly unfair to Lower Canada: it was expected to help pay Upper Canada's £1.2 million debt (it had very little), and held it to fifty percent of the seats in the new Assembly despite having a much larger population.
