Transport 2000 however saw a future for the railways and published a pamphlet on electrification called "An electrification case" in 1976(fHE1(42)/F28).

AN ACT to aid in the construction of a railroad and telegraph line from the Missouri river to the Pacific ocean, and to secure to the government the use of the same for postal, military, and other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the gauge of the Pacific railroad and its branches throughout their whole extent, from the Pacific coast to the Missouri river, shall be, and hereby is, established at four feet eight and one-half inches.
AN ACT to amend an act entitled "An act to aid in the construction of a railroad and telegraph line from the Missouri river to the Pacific ocean, and to secure to the government the use of the same for postal, military, and other purposes," approved July first, eighteen hundred and sixty-two.

Yes there is the London factor, but orbital rail routes would also help London, as a poor resident in the inner city at one stage, diversity of traffic flow is to be highly desired, especially if it means reductions within the M25 of road traffic and subsequent pollution and time wasted.

Runners faced an increasing risk of capture--in 1861 and 1862, one sortie in 9 ended in capture; in 1863 and 1864, one in 3; by war's end, imports had been choked to a trickle as the risk of capture soared to 50% per sortie.
