In these decades Canada received approximately 3.8 million immigrants, the great majority arriving from the turn of the century to the outbreak of World War One in 1914.
Immigrants already settled in Canada, especially in the major urban centres of Toronto and Montreal, encouraged family members to join them, setting in motion a system of 'chain migration.' Italians in Toronto, for instance, sent pre-paid steamer tickets to relatives at home.
In 1892, immigration control passed from the department of Agriculture to that of the Interior, where it remained until 1917, in the hope of stimulating immigration to Canada's northwest.

Section 46 of the Canada Evidence Act allows for some compulsory measures to be issued by a Canadian court in response to a request from a foreign state emanating from a judge, court or tribunal of a foreign state (letter rogatory).
If the person is serving a sentence in Canada, the Minister may order temporary surrender so that the person can face prosecution or appeal proceedings in the courts of the extradition partner and then be returned to Canada to serve the balance of his or her outstanding sentence here.

The British Admiralty approves the Canadian Red Ensign "to be used on board vessels registered in the Dominion." Widespread use of the flag on land continued, even on the Parliament buildings.
In fact, that ensign created a stir in Canada when a picture of it over parliament was put on a piece of modern currency.
