The flagellation of a youth by a woman is, of course, a familiar theme in erotic literature.
In erotic literature published before 1893, I have only been able to find two examples of female clothing being used in the context of punishment (apart from the de Sade case), and in both cases the costume is worn during corporal punishment, not just as a shaming technique.
