In the meantime the Reparations Commission had fixed the sum of Germany's debt at 132 milliard gold marks, besides having stated that by May 1, when the German debt became due, a further sum of 12 milliard gold marks for reconstruction of demolished industrial works was to be paid.
Germany agreed to deliveries which were to be credited as payment, but which were not to exceed the value of 7 milliard gold marks by May 1, 1926.

On March 21, the Reparations Commission answered by fixing the obligations of Germany at the figures proposed by the German government, but with certain conditions which would have to be carried out by May 31, including requiring a new taxation scheme of 60 billion marks.
Eventually, Germany was allowed to stop cash payments for the rest of 1922 via a conference of the Allies, which commenced on August 7.

The Treaty of Rapallo was an agreement of April 16, 1922 between Germany (the Weimar Republic) and Bolshevist Russia under which each renounced all territorial and financial claims against the other following the Treaty of Brest-Litovsk and World War I.
A supplementary agreement signed at Berlin on November 5 extended the treaty to cover Germany's relations with Russian controlled Soviet republics of Ukraine, Belarus, Georgia, Azerbaijan, Armenia and the Far Eastern Republic.
A secret annex signed on July 29 allowed Germany to train their military in Soviet territory, thus violating the Treaty of Versailles.
