Commercial aviation was slow to catch on with the general public, most people were afraid to fly in the new machines and improvements to equipment was slow.
In 1925 he won the right to carry mail from Chicago to Detroit and Cleveland aboard planes his comapny was already using to carry spare parts for his automobile assembly plants.
Aviation was ready by this point to advance rapidly after the war in large part due to the development of jets but there were still problems to overcome.

Although it was not until 1925, that Marine aviation appeared at all in the annual schedule of the Naval Aeronautical Organization, it had been considered from its creation as an integral part of the naval forces.

Air Commerce Act of 1926 and creation of the Bureau of Aeronautics were large steps toward federal recognition of the importance of the aircraft industry.
Passage of the Air Mail Act of 1925 spurred the development of new aircraft both for carrying the mail and for eventually carrying passengers.

The history of Naval Aviation in California would not be complete without including the biography of Admiral Joseph Mason Reeves, for whom two naval airfields in California have been named – the first, NAS Terminal Island, and the second, NAS Lemoore.
He was blunt in his opinion that his aviators lacked insight into both the capabilities and limitations of their weapons and were, therefore, totally unprepared to conduct fleet air tactics.
Admiral Reeves and his closest aviation proponents knew that the Navy would have to be prepared to deal with the rising naval aviation within the Empire of Japan, and that our battle tactics had to be written for such an engagement, no matter what the battleship admirals thought.

 Fad to Fundamental: Airmail in America
The Contract Air Mail Act of 1925, a.k.a., the Kelly Act, was the first piece of legislation targeted with freeing the airmail service from total control of the Post Office Department.
The Air Commerce Act broadened responsibilities for the development of aviation by passing control of civilian aviation to the Commerce Department.
Yet another amendment to the original Air Mail Act of 1925, McNary-Watres provided under section 4, that "The Postmaster General is authorized to award contracts for the transportation of air mail by aircraft between such points as he may designate to the lowest responsible bidder at fixed rates per mile.

Pratt and Whitney Aircraft Company was incorporated on June 22, 1925 and began operations at Hartford on August 1, 1925 in a rented factory.
