1938: Aviation - Archive Article - MSN Encarta
The Federal Aviation Commission (Howell Board), appointed by President Roosevelt in 1935, had recommended the appointment of a permanent separate commission for the regulation and promotion of aviation and the aviation industry.
The P.A.A. specification was made public early in 1938 in a letter from Col. Charles A. Lindbergh, technical adviser, and calls for at least 100-passenger capacity, a crew of 16, and a payload of 25,000 lb.
The year 1938 began with a nationwide wave of resentment toward the old Bureau of Air Commerce for the Civil Air Regulations introduced late in 1937 and widely misunderstood because of their involved legal phraseology.

 Aviation - Wex
Aviation law governs the operation of aircraft and the maintenance of aviation facilities.
The statute was amended in 1938 by the Civil Aeronautics Act (http://www.archives.gov/research/guide-fed-records/groups/197.html) which created the "Civil Aeronautics Authority," a five member panel with the power to regulate all aspects of aviation within federal jurisdiction.
Then the Federal Aviation Act (http://www.risingup.com/fars/info/part13-15-FAR.shtml) was passed in 1958 establishing the Federal Aviation Administration (http://www.faa.gov/).

On 27 February 1938 the 28th Squadron’s vice-commander Louie Yim-Qun (5th PG) led five Gladiators on a mission to seek and destroy enemy planes in a response to an alarm indicating six unidentified aircraft heading for Shenzhen.
Also, as a measure of the development of the aviation network, large groups splintered and were deployed as flights at small fields (at Nanchang there were two fields, a large and a small one, and later at Chengdu there were seven), which at the same time complicated the task of the Japanese bombers.
In the summer of 1938 the commander of fighter aviation, Pavel Rychagov was recalled to the Soviet Union together with the volunteers, and was replaced by P. Zhigarev.

James H. Doolittle: As far as I am concerned, the most useful contribution that I made to aviation was in 1938 and in 1939, when, under the auspices of the Guggenheim Foundation, I conducted a series of experiments in blind flying and participated in the development of the instruments necessary to do the job.
It was a tremendous blowtorch that was supposed to heat the air up and disperse the fog, similar to Fido that was developed in England, and we had it on the field here.
I think all of us in aviation have always tried to fly within our limitations, but in finding out what our limitations were we have frequently pushed them closely enough so that we've had close calls.
