The choice of location was dictated by good rail connections and proximity to significant Jewish populations in the Lvov, Krakow, and Lublin districts of the Generalgouvernement.
The facility was finished in the late winter of 1942 as part of what later would be called Operation Reinhard (also called Aktion Reinhard), the plan implemented by the SS and Police Leader in Lublin to murder the Jews of the Generalgouvernement.
In October 1942, on orders from Lublin, German SS and police personnel, using groups of Jewish forced laborers rounded up from various locations in Lublin District, began to exhume the mass graves at Belzec and burn the bodies on open-air “ovens” made from rail track.

The first Rail, a single-screw, steel "bird"-class minesweeper, was laid down on 15 December 1917 by the Puget Sound Navy Yard, Bremerton, Wash.; launched 25 April 1918; sponsored by Mrs.
Reclassified as a tug (AT-139) on 1 June 1942, Rail remained in the Hawaiian area, serving on ASW patrol and conducting experimental minesweeping operations in addition to completing salvage and towing assignments.
Decommissioned on 29 April 1946, Rail was transferred to the Maritime Commission for disposal on 17 January 1947.

What I would be interested to know though, are the names of the servicemen killed and how the news of their deaths was communicated to their relatives.

The author argues that the movement of people from Java to Sumatra and Sulawesi under government-financed agricultural settlement schemes had only a very limited impact on the economies of the receiving provinces (perhaps Lampung was an exception?), while other policies such as irrigation development and rural credit schemes were very largely targeted to Java.
Thus plans to develop a trans-Sumatra rail link were never brought to fruition and in many regions outside Java; transport links were either by native boat along rivers or through rough jungle tracks.
