  Lebanon's First Postwar Parliamentary Election, 1992: An Imposed Choice - Part 3
In contrast to the parliamentary elections of 1960, which were held two years after the 1958 crisis and after the crisis was settled, the 1992 elections were held amid heated debates over unresolved problems left by the war.
In the past, elections were usually held in the spring or autumn so as not to interfere with the summer tourist season and the large gains to the Lebanese economy.
This is not attributable to the neutrality of the state and its refusal to intervene in elections, but to the decline in the state's role in overseeing the country's general political course, and to the decline in its influence as a principal, effective actor in political life.

The last presidential election was conducted in 1998, but instead of holding a new one in 2004, the parliament passed a constitutional amendment to extend the incumbent president’s term exceptionally for an additional three years.

The elections were conducted according to the electoral law of the year 2000 despite the admission by most political parties and leaders that it is an unfair law as far as the distribution of electoral districts is concerned.

 The First Post-War Parliamentary Elections in Lebanon
Another positive element of the 1992 elections (whether for the boycotter or participant, or the winning or losing candidate) was that the principle of accountability was revived, through the return of communication between the voter and the candidate, both in theory and practice.
The relatively long absence of elections, sectarian and regional divisions, and the tyranny of the language of artillery and barricades over the non-violent language of political dispute had placed the issue of elections, in the minds of the majority (average citizens, candidates, deputies), in the realm of impossibility.
The elections would perhaps be the ideal tool with which to cross from the atmosphere of war to that of consensus whose bases of legitimacy and power would extend from true agreement among Lebanese, and not means of imposition by force.

The 1992 election was distinctive because it was the first to be held since the outbreak of war in the mid-1970s.
The elections were significant to him because of the likely changing composition of the balance of power in the new Parliament and because of his local rivalry with President Hrawi in the Bekaa'.
The widespread opposition the election elicited, coupled with the opposition of the Maronite patriarch Nasrallah Sfeir, made inevitable the withdrawal of the principal candidates, especially Minister Faris Boueiz and the two el Khazen family candidates, which led to the cancellation of the election.

The elections, the first for 33 years without the presence of Syrian military forces, were won by the Rafik Hariri Martyr List, a coalition of several parties and organizations opposed to Syrian domination of Lebanese politics.
Since the elections of 1992 (the first since the reforms of the Taif Agreement of 1989 removed the built-in majority previously enjoyed by Christians and distributed the seats equally between Christians and Muslims), the Parliament has had 128 seats.

Lebanon had regular elections from 1943 until the civil war of the mid-1970s, which resumed in the 1990s.
These parliamentary elections were all flawed in important ways, and marred by continued aspects of authoritarianism, but they can't be dismissed as insignificant.
And, the elections in Palestine and Iraq, both held under conditions of foreign military occupation with substantial portions of the electorate engaged in a boycott and poor security conditions, were also deeply flawed.

French General Charles de Gaulle was not keen on surrendering control over Lebanon but was coerced into holding elections in 1943.
These elections, resulting in a resounding victory for the supporters of Lebanese independence, prompted the French authorities to arrest the leaders of the new government (including President Bishara Khoury and Prime Minister Riad Sulh); the release of the leaders was eventually forced by the British and the United Nations, much to French humiliation.
Complete Lebanese independence was proclaimed in 1945, and marked by entrance into both the Arab League and the United Nations within the year.
