With almost 1.1 billion steel pennies manufactured by the Philadelphia, Denver and San Francisco Mints in 1943, it is no wonder the 40 bronze cents made it into circulation.
There were copper-plated “steelies,” and 1948 and 1949 pennies that were retooled into 43s by the thousands, and for almost every one of the counterfeit coins made, there was a dupe.

Not the 'wheat'(brown) penny you all seem to be speaking of, but an actual silver steel penny.
Also found within the 33,624 pennies were two steel wheat pennies, and a penny marked as 1/2 cent that I have no idea where it's from, so I know the difference between the two.
I believe the penny was minted in SF because it doesn't have a P or D marking on it.
