High-speed rail is public transport (Conveyance for passengers or mail or freight) by rail (Any of numerous widely distributed small wading birds of the family Rallidae having short wings and very long toes for running on soft mud) with a possible speed above 200 km/h (125 miles per hour).
High-speed rail was conceived as an attempt to win back railway passengers who had been lost to other means of travel; in most cases it has been quite successful to this end.
By building a new rail infrastructure with 20th century engineering, including elimination of constrictions such as roadway at-grade crossings, frequent stops, a succession of curves and reverse curves, and not sharing the right-of-way with freight or slower passenger trains, higher speeds (250–300 km/h) are maintained.

In Japan, urban rail transit projects are suffering from cost burden due to the current financing system’s dependence on borrowed money from loans and bonds that are repaid mainly by fares.
It finds that cities with large, well-established rail systems have significantly higher per capita transit ridership, lower average per capita vehicle ownership and annual mileage, less traffic congestion, lower traffic death rates, lower consumer expenditures on transportation, and higher transit service cost recovery than otherwise comparable cities with less or no rail transit service.
Found that properties between one and three miles of a rail transit station in Atlanta, Georgia have a higher value than otherwise comparable properties located more than three miles away, but properties within a quarter mile of a station are worth 19% less than homes beyond three miles.

In 1835 a rail charter was granted by the Connecticut Legislature to an enterprise known as the "Fairfield County Railroad." The charter was established only to build a railroad between Danbury and Long Island Sound.
Raising the necessary construction funds, $230,000, proved difficult for the size of the population the rail line was to serve.
In October of 1970, the Connecticut Department of Transportation (Conn DOT) and the Metropolitan Transportation Authority of New York (MTA) entered into an agreement effective 1/1/1971 to oversee the operation of the New Haven Line by Penn Central and to jointly fund the operating deficit.

The rails were kept to gauge by using tie bars and not conventional sleepers.

Other light rail operating costs per passenger may be lower than for buses--but the cost of maintaining the exclusive right of way for light rail is far greater than the buses' share of the cost of maintaining a right of way shared with other vehicles.
