Until the 1980s, transport infrastructure (rights of way, track, terminals and associated traffic management) in developing countries was primarily provided by the public sector, for all modes of transportation (road, rail, air, maritime and inland water) and at all levels (international, national, regional and local, both urban and rural).
In transport “service” provision (conveyance of passengers and freight), railways were usually a public sector monopoly, while in air and maritime transport national “flag carriers” were also usually in the public sector.
Bank financing of transport vehicle fleets has been decreasing as the Bank has concentrated on assisting the transfer of enterprises from the public to the private sector (as in the case of buses in Barbados) and in reducing the constraints on private initiative (as in the case of the Mexican trucking industry).

In 1996, the disabling injury frequency rate in rail transport rose from 19.74 to 20.98, while in the combined federal jurisdiction industries, an increase of 1.6% was reported.

The Transport Act, 1964, was drafted in the light of the information available from these reports and other studies, and that Act was accepted by this House as determining future public transport policy subject to review in 1969.
In the year ended 31st March, 1966, there was a marked improvement in the financial out-turn of Irish Shipping Ltd., a net profit having been made for the first time for many years, of £58,404, as against a net loss of £315,000 in the previous year.
The total amount paid to 31st March, 1966, was £104,340 but only a token provision is made for 1966-67 as the grants in respect of a scheme of 125 houses at present being undertaken by the company will not become payable until 1967-68 on completion of the scheme.

Compared with current rail fares which are typically 10p to 25p a mile, this would show the true cost of making many journeys much cheaper by rail than by car even when 2, 3 or sometimes 4 rail fares are paid.
These subsidies are the reason why rail fares and freight charges are usually higher than by road, despite the technical superiority of rail which requires far less land than road to move passengers and freight and consumes less energy.
It is ironic that rail operational land may have a higher value as a supermarket (heavily subsidised because the car trips it generates - see section 5.6) than as a working railway deprived of its deserving income as a result of the heavy car use subsidies which this paper describes.

In 1835 a rail charter was granted by the Connecticut Legislature to an enterprise known as the "Fairfield County Railroad." The charter was established only to build a railroad between Danbury and Long Island Sound.
Raising the necessary construction funds, $230,000, proved difficult for the size of the population the rail line was to serve.
In October of 1970, the Connecticut Department of Transportation (Conn DOT) and the Metropolitan Transportation Authority of New York (MTA) entered into an agreement effective 1/1/1971 to oversee the operation of the New Haven Line by Penn Central and to jointly fund the operating deficit.

It's hard not to view these films without regret for the passing of enlightened patronage.
Rail (1966), made for British Transport Films, was ostensibly about the introduction of modern design into the British Railways network.
It ended up celebrating the feats of Victorian engineers and navvies and their successors.
