Results from a 1971 US Army survey (Walden and McCurdy, 1971) which recorded threshold data for aviators with over 10 years rated service then were compared (Table 4) with the threshold data for the 10 years plus aviators from the current study.
Seventy-one aviators, or 49 percent, had at least one year of frequent exposure to small arms fire and 56, or 39 percent, had received frequent exposure to artillery fire for at least one year.
Aviators exceeding those predictor values would be considered “at risk” and follow-up procedures would be recommended prior to the onset of a significant threshold shift.

Management of the aviation resources came under the direction of a chief pilot, who utilized experienced special agents as pilots, which gave the program the expertise necessary to perform a wide range of enforcement missions that would be impossible with the use of civilian pilots.

The new facility, known as the Aviation Operations Center, is the primary maintenance facility for the Office of Aviation fleet of aircraft, and headquarters to OA's supervisory and administrative personnel, as well as contractor personnel.

Moving Aviation Trust Fund "Off Budget" Undermines the Budget Process
With aviation spending moved off budget, and escalating levels of funding set for the next five years, both Congress and the President would lose what little leverage they have to induce the notoriously troubled FAA to strive for higher standards of performance.
The federal government's involvement with commercial aviation has changed little since 1971, when the aviation trust fund was created as the primary funding vehicle for FAA programs.
Nonetheless, if aviation spending programs were placed off budget, other programs of potentially greater significance to the well-being of the country or to vulnerable constituencies, such as Medicare and national security, would be likely to demand the same protection--and could receive it.
