Bulletin FAL No.185, January 2002 - THE COMPETITION AND COMPLEMENTARITY BETWEEN ROAD AND RAIL TRANSPORT IN THE ...
A seminar on competition and complementarity between road and rail transport in the carriage of freight was conducted at ECLAC Headquarters on 6-7 November 2001.
In the case of rail transport, applying a traditional approach to evaluate projects would indicate a very low internal rate of return; on the other hand, if externalities were factored in, this rate would start to rise immediately.
In Brazil, figures for the different modes of transport show that road transport is responsible for 90% of CO emissions, while rail transport accounts for barely 0.4% of the total, even though 21% of cargo is transported by rail versus 64% by road.

The absence of an overall vision for transport is clearly a weakness All governments, irrespective of their leaning, have been guilty of this mistake.
The private bus sector is heavily dependent on the school transport market with 52% of its average weekday trips for the purposes of school transportation.
An alternative, but similar approach, would be to grant a school transport subsidies as a top up to the back to school allowance with the household then having to purchase their transport provision directly.

 Transport innovations Rail transport
Similar to passengers transport an increase of speed is an important driving force for new developments in rail freight transport.
In contradiction to passenger transport however, technological developments are less focused towards increasing the maximum speed of trains, but rather towards improving the transit time in the total logistic chain.
Since speed of terminal transport and handling are assumed to rise, this might have a negative influence on energy consumption.

Transport Watch UK - Community Rail
Because of their limited carrying capacity as railways, and because of the diminishing demand for bulk transport by land, they are being wasted, very expensively: they carry relatively little traffic at disproportionately high cost.
In the study that advocated it, instead of going for conversion of rail into busway, Alan M Voorhees, the American consultants, assumed that the 11ft rail track would have to be converted into a 12ft bus lane, with 3ft verges.
The evidence for this is the persistent decline in rail traffic in the past six years, despite £1,000 million of subsidies.

Chapters 4-7 detail the various self-propelled passenger rail vehicles developed to meet road competition and describes the bus fleets developed by the railways to enable integration of rail and road services in their areas of operation.

The rail transport system in Great Britain developed during the 19th century.
The Transport Act 1947 made provision for the nationalisation of the network, as part of a policy of nationalising public services by Clement Attlee's Labour Government.
The modernisation plan however failed to take into account the effect that mass-road transport would have upon the traditional role of the railways, and as a result much money was wasted by heavy investment in things like marshalling yards, at a time when small wagon-load traffic was in rapid decline.

But even as electric transit technology evolved and overspread the nation, the infant auto industry was producing the antique ancestors of the vehicle that was to indelibly alter, and, many would say, ruin, the American style of living.
We have reached a crossroads in national transportation policy, where our future way of life may well depend upon decisions which may be better understood in the context of recent transit history.
Against this background, American Ground Transport, a new report prepared by Bradford C. Snell and financed by the Stern Fund of New York, ties together many of the loose ends of years of transportation transition to present a picture of public policy goals influenced by private business considerations.

In April of that year, a Chicago Federal jury convicted GM of having criminally conspired with Standard Oil of California, Firestone Tire and others to replace electric transportation with gas- or diesel-powered buses and to monopolize the sale of buses and related products to local transportation companies throughout the country.
In December of that year, GM bus chief Roger M. Kyes correctly observed: ‘The motor coach has supplanted the interurban systems and has for all practical purposes eliminated the trolley (street-car)’.
But the last chapter of mass transit history has not been written and the Snell report views the present and anticipates the future as it looks at “the political restraint of rail transit” by the continuing efforts of auto makers.

One reason is that definitions of what a metro is may vary according to who you ask (a popular definition is here).
Differences between heavy rail, metros and trams began fading in the past few decades as more metros now include stretches shared with roads or heavy rail.
In other cases, metros have gradually evolved from tram or rail lines, so it is often difficult to tell the actual length or date of inauguration of a metro.

On June 29, 1932, the GM-bus executive committee formally resolved that ‘to develop motorized transportation, our company should initiate a program of this nature and authorize the incorporation of a holding company with a capital of $300,000.’ Thus was formed United Cities Motor Transit (UCMT) as a subsidiary of GM’s bus division.
Its sole function was to acquire electric street-car companies, convert them to GM motorbus operation, and then resell the properties to local concerns which agreed to purchase GM bus replacements.
By having NCL resell the properties after conversion was completed, GM and its allied companies were assured that this capital was continuously reinvested in the motorization of additional systems.
