During the semi-annual meeting of the Catholic Bishops' Conference of the Philippines held in Baguio on July 7-9, the bishops and archbishops present made an assessment of the conduct of the elections for the Batasang Pambansa on April 7.
After comparing notes and impressions on how the election was conducted, they reached a consensus that, in many places in the country, there was ample evidence of fraud and deceit, of connivance between government officials and some teachers to tamper with the results and to frustrate the will of the people.
I urge them to present their charges before the Commission on Elections whose sworn constitutional duty is to uphold the cause of clean and fair elections.

President Taya, who won elections in 1992 and 1997, first became chief of state through a December 12, 1984 bloodless coup which made him chairman of the committee of military officers that governed Mauritania from July 1978 to April 1992.
Several opposition groups alleged that the government had used fraudulent means to win the elections, but did not elect to pursue their grievances via available legal channels.
Mauritania held series of elections that began in November 2006 with a parliamentary vote and culminated March 25, 2007 with the second round of the presidential election.
