 Welsh Referendum
While Scotland (albeit to the accompaniment of rioting) voluntarily entered the union - a new country with a new name - Wales, centuries earlier, had been "forever and henceforth annexed into this Kingdom of England".
It is rather to put the present proposals in context - particularly by comparing them to those of 1979 and by examining the political forces likely to decide the referendum result.
While Scotland maintained its own institutions, Wales in any constitutional sense ceased to exist in the centuries following the death of the last prince in 1282.

 United Kingdom
Edward I (1272–1307) continued the conquest of Ireland, reduced Wales to subjection, and made some gains in Scotland.
The United Kingdom, consisting of Great Britain (England, Wales, and Scotland) and Northern Ireland, is twice the size of New York State.
He produced constitutional reform that partially decentralized the UK, leading to the formation of separate Parliaments in Wales and Scotland by 1999.

Policy context The Building Regulations (Northern Ireland) Order 1979, as amended, is the primary legislation that gives DFP the authority to make and revise Regulations that set the standards for building work, as well as provide the framework for their implementation, enforcement and revision.
In Northern Ireland, it is DFP policy to maintain parity with England and Wales and, therefore, Part R will eventually be updated to reflect BS 8300.
The labelling of these Parts is not consistent across the United Kingdom or the Republic of Ireland — for example, Part R, which deals with disability access issues in Northern Ireland, is Part M in England and Wales and the Republic of Ireland.

National Assembly for Wales: Subject Index: The Richard Commission
The people of Wales in 1979 had indicated by 4 to 1 that they did not want devolution, and it was the same model of executive devolution which Labour was planning to introduce in the 1990s.
PROFESSOR HAZELL: On whether a referendum was needed in the light of the 4 to 1 defeat of the devolution proposals in 1979, at that time in the 1990s I argued that a new referendum was required, for reasons both of principle and of sheer political strategy or tactics.
As you all know, the received wisdom on the 1997 referendum is that it is interpreted generally as suggesting that the people of Wales were very doubtful about devolution.

Wales turned towards the issue of devolution during the era of Thatcher and Major – the Tory years of 1979 to 1997.
Wales, along with Scotland and Northern Ireland, was promised a devolved assembly by the Labour Party in the lead up to the 1997 election.
Devolution promised to be a key issue in Wales but the turnout at the post-election referendum in 1997 for whether Wales should have a devolved assembly seemed to indicate that enthusiasm for devolution was lukewarm.
