In January 1996, Lucien Bouchard, the newly-installed sovereigntist premier of Quebec, declared that "Canada is not a real country." This rhetorical statement outraged other constituencies of the Canadian mosaic and brought to the surface overt expressions of nationalism that generally appear only in moments of crisis and celebration.
