The science of linguistics was revolutionized by Noam Chomsky, who wrote his doctoral dissertation on transformational analysis of language a year after Orwell's book was published.
1984 is filled with materials and tools that were known to only a few scientists in the 1940s: The rooms of porcelain, speakwrites, cold lights, flat screens, and saccharine tablets Orwell wrote about were all experimental when the book was written.
But perhaps most striking is the science that is absent in 1984--Orwell describes a world in which people are discouraged from thinking scientifically.

 George Owell's 1984 - Is it science fiction?
It's fiction and the science is futuristic and fictional.
I'd say sure - it's science fiction, but it's also a political novel, and could probably be described by a couple more genres too.
This discussion reminds me that I recently borrowed Riddley Walker from the library and was surprised to find it categorized there under science fiction (it doesn't contain much science), I think a similar discussion could be had about that one.
