Konstantin Ustinovich Chernenko (Константи́н Усти́нович Черне́нко) (September 24, 1911 – March 10, 1985) was a Soviet politician and General Secretary of the CPSU who led the Soviet Union from February 13, 1984 until his death just thirteen months later.
When Mikhail Gorbachev succeeded Konstantin Chernenko as General Secretary of the CPSU in 1985, it signalled a dramatic change in Soviet foreign policy.
In 1989, however, the CPSU and the central government retained all significant authority, setting policies that were executed by republic, provincial, oblast, and district governments.
