NBA Draft Lottery - Wikipedia, the free encyclopedia
In 1986, many lottery teams had traded their first-round draft picks, and as a result, the top two teams in the Draft Lottery were playoff teams, with the eventual NBA champion Boston Celtics picking second, a pick (the late Len Bias) which would eventually haunt the franchise.
As of 2005, with 30 NBA teams, 16 qualify for the playoffs and the remaining 14 teams are entered in the draft lottery.
For the 2006 NBA Draft, the NBA determined tie breakers on April 21st.

NBA Draft - Wikipedia, the free encyclopedia
The NBA Draft is an annual U.S. event in which the National Basketball Association's (NBA) thirty teams can select young players who wish to join the league.
As of the 2006 NBA Draft, however, high school players must wait a year after their graduation class has finished high school before being eligible for selection.
The NBA considers all players from outside the 50 United States and the District of Columbia to be "international," even if they come from political entities that share a common citizenship with the U.S., such as Duncan's original home of the U.S. Virgin Islands.

The Draft Review with Matthew Maurer - NBA Draft History
The NBA Draft of 2000 may be viewed as one of the worst in recent history, maybe even in the same class as the drug infested 1986 NBA draft.
Through the years, there have been few NBA drafts with a surefire lock for the number one pick.
From 1966 through 1984 the NBA held a coin flip between the teams with the worst record in each conference or division (when there was no conference) to determine which team would choose first in the NBA draft.
