At a meeting of the International Rugby Board (IRB) held in Dublin on 17 November 2005, New Zealand was selected as the host country in preference to Japan and South Africa.
It was believed to be the desire of the International Rugby Board (IRB) to move the tournament from the hands of the traditional rugby nations such as New Zealand and South Africa.
There was belief throughout the rugby community that the organisation of the Rugby World Cup would be overshadowed by the organisation for the 2010 FIFA World Cup.

The first Rugby World Cup was hosted by both New Zealand and Australia in 1987, and was won by the New Zealand.
Seven of the 16 places were automatically filled by the International Rugby Football Board members – New Zealand, Australia, England, Scotland, Ireland, Wales and France – with South Africa unable to compete because of the international sports boycott due to apartheid.
It is therefore no surprise that five of the seven highest-scoring Rugby World Cup matches were witnessed during this tournament, a statistic that is echoed in the ‘most points by an individual’ and ‘most tries by a team’ statistics.

Serge Blanco (born 31 August 1958 in Caracas, Venezuela) is a former rugby union footballer who played fullback for Biarritz Olympique and France, gaining 93 caps, 81 at fullback.
Serge Blanco captained the French side in the 1991 Rugby World Cup before retiring after their quarter-final defeat by England on 19 October 1991.
One unfulfilled ambition of his, other than not winning a world championship with France, is failing to win the national championship with his club Biarritz Olympique, despite making a final appearance in 1992.

The IRB Rugby World Cup (RWC) is now one of the the world's top three sporting competitions(the Olympics and the World Cup of Soccer being the other two).
This piece of rugby history is also believed to have been used by Albert E. Freethy in the final of the 1924 Olympics in Paris when the United States beat hosts France 17-13 at the Colombes Stadium - the last time the sport of rugby union featured in the Games.
The whistle has been housed in the New Zealand Rugby Museum since 16 April 1969 when they held their inaugural function, having been given by Stan Dean, who for many years was the chairman of the NZRFU and manager of the 1924/25 All Blacks.
