Topic: 1988 elections

Elections: Latin American Studies: Collections: SSHL
Angell 2001: "(T)he first election of mayors, held in 1988, produced few challenges to the political status quo: 859 of the 1,009 municipalities were won by the official candidates of the two main parties, and most of the rest in other guises, with only 16 won by the Communist-based ‘Unión Patriótica’" (pages 25-26).
The mitaca elections are usually an important guide to the present government’s standing, but the 1988 elections will have a particular significance: for the first time mayors are to be elected rather than just the councillors.
Hudson 1990: "Municipal elections held in March 1988 determined the party composition of a fifty-member panel, called the Institutional Readjustment Commission, whose purpose was to ask voters to approve constitutional changes in the planned October plebiscite" (page 200).

The essays cover a broad array of issues, including the historical and political settings of the elections, the procedures used to nominate the candidates, the general campaigns and elections, the role of the media in the elections, the campaigns' issues, and the implications of the presidential and congressional outcomes.
The topics include an historical overview of elections that situate the 1980 election; the presidential race; the increased Republican membership in the House; the Republican takeover of the Senate; the role of interest groups, media, and parties in the elections; and the economic and foreign issues that dominated the electoral agenda.
He shows how the 1988 election signaled an end to that era and a swing back to a distaste for survival-of-the-fittest economics, new talk of a "kinder, gentler nation," belief in a more activist role for government, and a demand for more attention to the weaker portions of society.

The 1988 elections were a watershed in the history of Mexican politics, marking a radical shift in the country's political dynamics and providing the first test of the 1986 electoral reforms.
Although the PRI maintained control of the presidency and preserved its congressional majority in the July 1988 balloting, the elections were a blow to the PRI's preeminent position in Mexican politics.
The PRI suffered a dramatic erosion of 18 percent in its share of the presidential vote from the previous election and surrendered an unprecedented 48 percent of seats in the Chamber of Deputies to the opposition.

Namphy placed the blame for the failure of the elections on its civilian organizers, whom the Army refused to protect from attack, and he has excused the violence of November 29, 1987, as a justifiable reaction to a Leftist or a communist threat.
On the Thursday prior to the Sunday elections the Haitian Government cancelled the arrangements stating that it was up to the CEP to cover the expenses of their transportation, hotel and security.
Following the December 7, 1987 OAS called on the Haitian military to organize new elections, a nationwide 8-hour general strike was called to protest the C.N.G's takeover of the electoral process and to demand that the military government return control of the electoral process to the constitutional CEP.

For this purpose, the ballots will be counted provisionally to make the results of absentee voting available as soon as the polling stations close on election day, that is, at 8 pm on January 16, 2000 in the first round, and at 8 pm on February 6, 2000 in the second round.

Standing at 66.8% of the electorate in 1988 and remaining respectable at 57.7% in 1990, the mayoral and city council[4] voting rates were greater than the national rates (55% and 44% in 1994 congressional and presidential elections, respectively).
Despite the violence surrounding the country’s 1988 mayoral elections—seven mayors, 28 mayoral candidates, 75 councilors, and 19 candidates for the municipal council were assassinated[17]—voter turnout was strong.
Thus, the installation of mayoral elections was responsible, in large part, to the ascent of independent politicians with broad concerns and an interest in breaking the election hold of the traditional parties through increased local competition.

Although he indicated that the preliminary results did indeed show a majority in favour of democracy in 1988, albeit not a substantial one, he explored the implications of this in terms that led the Chinese to conclude that the British government would none the less not feel obliged to abide by this verdict.
As the British had already half promised, the white paper on democratic development that was due to be published in February 1988 would defer the introduction of direct elections, as long as the Basic Law included such a commitment for after 1997.
With what would by now have been the experience of three "direct" elections and almost 10 years in which to bed down this novel form of accountability, even the most antagonistic tycoon and the most dubious civil servant might have discovered that democracy was not incompatible with economic prosperity or executive efficiency.
