Rail transport is described in document MTN.GNS/W/120 as containing five sub-categories: passenger transportation, freight transportation, pushing and towing services, maintenance and repair of rail transport equipment, and supporting services for rail transport services.
Overview of the economic, trade and regulatory characteristics of rail transport Railway companies were set up and operated in the 19th century as competing private enterprises, even though at that time they already received practical government support (allocation of land alongside the railway lines being built in the United States, financing of infrastructure).
The development of combined transport remains extremely marginal, particularly piggy-back transport, and is highly dependent on subsidies or sometimes restrictive transit measures by government authorities, which utilize railways as an ecological and energy-saving alternative to the growing congestion on major highways.

This intermodal competition and the steady haemorrhage of traffic from rail to road which began in the thirties are largely responsible for the regulatory regime governing land transport, the "foreign competition" element being marginal and a consideration only in the road freight transport sector.
Road transport takes a smaller share of the modal split in the countries of Central and Eastern Europe: 41.5 per cent in 1995, but there also it is progressing, whereas rail transport is in decline.
For passenger transportation it seems relevant, as the economic structure, the involvement of the public authority, the subsidy regime, the licence regime, and the regulatory regime are completely different for a taxi and for a long-distance bus, for instance.

Competition in Public Transport: State of the Art
Under a federal-state agreement, virtually all public transport services could be converted to competitive tendering by early in the next decade under a federal-state agreement intended to improve public resource allocation and international competitiveness by subjecting public services to competition.
Rail Services: Conversion of light rail and metro systems to competitive tendering has begun or is planned in Sweden and Australia, while British and some European inter-city rail are being competitively tendered.
Virtually all complete public transport system conversions to competitive tendering have been associated with governance reform through "separation of policy from operations." With separation of policy from operations, the public transport agency's role is focused on the mission of maximizing service and ridership within public resource constraints.

With the investment strategy pursued by WMPTE, overall public transport patronage now is lower than in 1998, the year before Line One was opened, and much lower than in 1984, the year of the WMCC Report.

One reason is that definitions of what a metro is may vary according to who you ask (a popular definition is here).
Differences between heavy rail, metros and trams began fading in the past few decades as more metros now include stretches shared with roads or heavy rail.
In other cases, metros have gradually evolved from tram or rail lines, so it is often difficult to tell the actual length or date of inauguration of a metro.
