In May 1991, rioting broke out in the Mount Pleasant neighborhood of Washington, D.C. The 1991 Washington, D.C. riot is sometimes refered to as the Mount Pleasant riot.
On Sunday evening, May 5, 1991, a fl female Washington, DC Metropolitan Police Department police officer tried to arrest a Salvadoran man for disorderly conduct in the Mount Pleasant neighborhood.
The Mt. Pleasant Riot would be the largest disturbance to occur in Washington, DC since the 1968 Washington, DC riots that followed the assassination of Martin Luther King Jr.

DC Delegate Eleanor Holmes Norton decided to give the Control Board and the Revitalization Act a year before returning to Congress with a demand that the "undemocratic straitjackets on the city" be removed.
According to DC officials (whose ability to accurately determine where any of this money has gone is highly questionable), some $3 million of the money went as loans to about 130 businesses whose qualification was that they had 51-percent of their employees drawn from low-income sectors.
Washington DC is simultaneously starving to death, bleeding to death, gangrenous and consumed with cancer.
