As previously discussed in our November 1992 report, FAA officials are helping countries to compensate for the lack of home government oversight through such means as providing technical assistance to civil aviation authorities to address the deficiencies found.
Although foreign enforcement of aviation safety regulations is a sensitive issue, deficiencies in the enforcement referral process demonstrate that FAA and foreign governments cannot and do not always address referred safety problems.

The charge payable by operators of aircraft to the Civil Aviation Authority in respect of crossings between Europe and North America is increased in consequence of a decision of the Council of the International Civil Aviation Organisation.
In consequence of a decision of the Council of the International Civil Aviation Organisation the CAA shall deduct from the charges received a sum of 2< thereof and shall remit this sum to that Organisation in respect of air navigation services provided by it (regulation 3).
The charges are required by the principal Regulations to be remitted to the Governments of Denmark and Iceland subject to the deduction of a fee not exceeding 5 per cent.
