At the time of PELP’s design, the Polish CFL market was beset by two problems: Polish consumers’ awareness of CFLs and their benefits was low, and the lamps were up to 30 times more expensive than ordinary incandescent lamps.
CFL penetration increased from one in ten Polish households owning at least one CFL prior to PELP, to one in three, a year after the program.
Total impacts were calculated by using the estimate of kWh savings per CFL derived from the direct impact analysis, and projecting increased CFL sales in Poland resulting from PELP from the start of the program until several years in the future.

Wawryshyn's favorite CFL moment came when Vancouver native Lui Passaglia kicked the winning field goal for the Lions in the Grey Cup of 1994, the second year of the CFL's three-year experiment with U.S. expansion.
In the 1990s, the CFL's American experiment failed miserably and the league was in such dire financial straits that it had to borrow $3 million from the NFL to continue operating.
The CFL had tried, but failed, in Sacramento, Calif.; Las Vegas; Shreveport, La.; Baltimore; San Antonio; Birmingham, Ala.; and Memphis, Tenn. But the league kept its Canadian base intact and counted on its regional rivalries, such as Winnipeg vs. Saskatchewan, Calgary vs. Edmonton in the annual battles of Alberta, and Toronto vs. Hamilton.

The 1995 JOGO set was, by far, the largest, with 399 cards in the set from a league which, at the time, had a record thirteen teams.
That total is larger that the combined number of years other companies made cards for the league (Topps' eight seasons of CFL cards makes up nearly half the total of the other companies).
