With respect to non-exclusive PCP channels, incumbents with authorized and operating systems will be allowed to expand their systems under the same 65-kilometer (40-mile) limitation, but applications on shared channels will continue to be subject to coordination and granted on a shared basis, i.e., with no possibility of mutual exclusivity.
CCMS recommends that incumbents be permitted to expand into adjacent areas that are unserved or not subject to competition, for the same channel used on the existing system, if the applicant certifies it will operate the newly licensed transmitter within six months from the grant of the authorization.
Applications for PCP channels submitted by incumbents to the frequency coordinator but not filed with the Commission prior to February 8, 1996, may be resubmitted to the frequency coordinator, and then may be filed with the Commission, provided that the applicant certifies that the applicant is an incumbent licensee with an operating system.

Overall, the 1996 elections were a repudiation of far-right Republicans, just as 1994 was a repudiation of the far-left liberal wing of the Democratic party.

The term “forces democratiques,” (Niger: Niandou Souley, 1996), “forces vives” (Madagascar) (Fox, 1994),  or  what Frederick Chiluba called the “rainbow coalition” in Zambia (White, 1995),  described a loose coalition of anti regime actors including labor unions, students, opposition politicians, intellectuals, some businessmen, commercial farmers, and in some cases religious leaders.
Based on interviews conducted in Niamey in June 1996 with Ali Moussa (Deputy Director of USTN) and Habou Souley (leader of SNEN),  and Abdou Maigandu (National Secretary for Worker Education of the USTN).

Black Leadership, White Response: Why White Americans Vote for Black Incumbents Book Project: This book explores a startling puzzle in white voter behavior: white voters vote overwhelmingly against a fl candidate running for office for the first time, but switch their support in large numbers once that fl candidate is elected.
I argue that fl incumbents win white support, not because they run better campaigns, face weaker opponents or pursue better policies, but because they are able to disprove the fears and expectations of the white population.
A series of empirical tests of changes in white voting patterns, election results, and white racial attitudes confirms the primary role that racial learning plays in the reaction of white voters to fl incumbents.
