Hurricane Cesar was the third named storm of the 1996 Atlantic hurricane season.
Hurricane Cesar was a moisture-laden tropical cyclone that dropped heavy rains along its path through the southern Caribbean Sea and Central America.
Hurricane Douglas brought up to 6 inches (150 mm) of rain on the south coast of Mexico and resulted in a 4 foot (1.2 m) storm surge, but no deaths were reported.

Hurricane Bertha formed on July 5 and was one of the earliest hurricanes on record.
Hurricane Edouard spun into existence near the Cape Verdes on August 19, becoming the most intense hurricane of the season as it moved from westward to west-northwestward over the tropical Atlantic.
Hurricane Lili developed east of Nicaragua and became the sixth major hurricane of the season, reaching hurricane status on October 17, while south of Cuba.

Tropical storm and hurricane activity over the North Atlantic and eastern North Pacific ocean basins is strongly affected by the vertical wind shear between the upper (200-hPa) and lower (850­hPa) levels of the atmosphere.
Climatologically, strong vertical wind shear during the hurricane season is observed throughout the Caribbean, large portions of the subtropical North Atlantic and the northern Gulf of Mexico.
Over the North Atlantic, another notable distinction between the inactive 1997 hurricane season and the active 1995 season was a marked difference in the percentage of tropical storms and intense hurricanes that developed from African easterly waves.

Hurricane forecasters went the entire month of August with no tropical storm or hurricane activity of any kind in the Atlantic basin.
Hurricane Linda was the most intense hurricane ever measured in the eastern Pacific, with sustained winds of 185 mph.
The transition to cold-episodes (La Nina) of 1995 and 1996 contributed to very active Atlantic hurricane seasons and suppressed eastern Pacific seasons in both years, with the 1995 Atlantic season featuring 19 tropical storms, 11 of which reached hurricane status.

For example, 1961 was an active hurricane season (NTC of 222), but there was no TC activity during August; 1995 had 19 named storms, but only one named storm developed during a 30-day period during the peak of the hurricane season between 29 August and 27 September.
