Transport Administration Amendment (Light Rail) Bill - 28/11/1996 - 2R
As light rail systems may be developed and operated by private sector parties, the Director General is to be given the power to authorise a light rail operator to use or have the benefit of the light rail easement and other land interests acquired.
It is important that light rail is viewed as an ideal direction for the Government to follow, particularly with today's knowledge of the massive pollution problems involved with the expansion of private vehicle transport throughout the city.
The second purpose of the bill is generic to light rail as a transport mode and is intended to enable the development of additional infrastructure.

Public transport is a key element in the strategy and it includes development of quality bus corridors, improved suburban rail, extension of the DART and integration of the different modes of transport.
I am sure the same people who are using that argument in 1996 sat down in their office, perhaps it was even the same office, in 1949 or 1950 when the decision was taken to remove the trams and tram lines from this city in the interests of progress, efficiency and economy.
The Minister of State said that public transport was a key element in the strategy and includes the development of quality bus corridors, improved suburban rail, extension of the DART and the integration of the different modes of transport.

Rail transport: the current situation and the Commission's initiatives
In 1996 the European Commission published a White Paper with a Strategy for Revitalising the Community's Railways (a White Paper is a document which sets out policy intentions and, usually, a proposed programme of legislation).
It suggested the creation of "rail freight freeways", major routes on which the carriage of freight would be market-driven and paths would be shared fairly amongst operators, in accordance with Directive 95/19/EC (see below).

That will be done when a light rail order has been proposed to the Minister; it will be on the basis of an order for specific routes after consultation and the recommendation of the consultants and project team has been put to the Minister.
The light rail is expected operationally to break even and operationally to make a profit; but if you take the capital investment into account, you are looking at many decades before there is a return on any money.
The rate of return on a light rail project is not such as to readily attract private equity and delays while trying to secure private funding have been detrimental to projects in other cities.
