The Wye River Memorandum, signed in Washington on October 23, 1998, sets out a series of specific obligations of the Israeli and Palestinian sides to be implemented in a phased approach in accordance with a detailed Time Line.
At the Wye talks it was agreed that the modalities for granting weapons licenses, and the categories of persons to be granted such licenses, would be agreed between the two sides in the Joint Security Committee, as required by the Security Annex of the Interim Agreement.
In the Wye Memorandum, the Palestinian side undertook to issue a decree prohibiting "all forms of incitement to violence and terror" and to establish a mechanism which would "act systematically against all expressions or threats of violence or terror".

The result was the Wye River Memorandum, in which Israel agreed to carry out a staged withdrawal from some 13% of the territory it occupied, and the Palestinian National Authority undertook to suppress terror and eliminate both the private arsenals and weapons stockpiled by the PNA in violation of the accords.
In line with the Wye accords, the Palestine Legislative Council of the PNA voted to nullify sections of the PLO charter specified by Yasser Arafat in his letter of 1998, which was referenced in Section II.C(2) of the Wye Memorandum.

There were high hopes that the Wye River Memorandum would be a new beginning that could lead to a final settlement on the question of Palestine, the Observer for Palestine, Nasser Al-Kidwa, told the Committee on the Exercise of the Inalienable Rights of the Palestinian People this morning.
An example of that was the fact that the Memorandum spoke of "the nullification of the Palestinian National Charter provisions that are inconsistent with the letters exchanged between the Palestine Liberation Organization (PLO) and the Government of Israel on 9/10 September 1993".
The Wye River Memorandum was extremely important and there were high hopes that it would be a new beginning, if implemented, and another threshold that would help conclude a final settlement.

As a result of the negotiations, the Wye River Memorandum was signed by Prime Minister Netanyahu and Chairman Arafat on October 23, 1998 in a ceremony that was also attended by King Hussein of Jordan.
