 Legislative Implementation of Devolution
In summary it is recognised in section 37 that " The Union with Scotland Act 1706 and the Union with England Act 1707 have effect subject to this Act." But the Scottish Parliament cannot change those Acts, and the Acts themselves are not expressly amended.
A devolution issue shall not be taken to arise in any proceedings merely because of any contention of a party to the proceedings which appears to the court or tribunal before which the proceedings take place to be frivolous or vexatious.
